ग्रामीण इलाकों में साफ सफाई और स्वच्छता के मामले में उत्तर प्रदेश एक बार फिर फिसड्डी रहा है। राज्य की सिर्फ 13 ग्राम पंचायतें ही वर्ष 2010-11 के निर्मल ग्राम पुरस्कार के लिए चुनी गई हैं। वहीं, सर्वाधिक 694 विजेता ग्राम पंचायतों के साथ महाराष्ट्र अव्वल रहा है। 259 पुरस्कार जीतकर हरियाणा ने देश में दूसरा स्थान हासिल किया जबकि हिमाचल प्रदेश के हिस्से 168, पंजाब 51 और उत्तराखंड की झोली में 44 पुरस्कार आए हैं। राष्ट्रपति प्रतिभा देवी सिंह पाटिल 23 मार्च को विज्ञान भवन में आयोजित समारोह में इन्हें सम्मानित करेंगी।

वर्ष 2009 में उत्तर प्रदेश की छह ग्राम पंचायतों ने निर्मल ग्राम पुरस्कार जीता था। इस बार जिन्हें शानदार कामकाज के लिए सम्मानित किया जाएगा उनमें इलाहाबाद जिले की नारी बारी (शंकरगढ़ ब्लॉक), बदायूं जिला स्थित जैतपुर (आसफपुर ब्लॉक), सिमरिया (जगत ब्लॉक), सैदपुर (मियोन ब्लॉक), गौरामाई (मियोन ब्लॉक), बरखुनिया (उझवानी ब्लॉक) और भसुंधरा (उसावन ब्लॉक), गोरखपुर जिला स्थित धसका (कौड़ीराम ब्लॉक) और उझीखोर (सहजनवा ब्लॉक), कानपुर नगर जिले की नेवादा तारापत (शिवराजपुर ब्लॉक), मिर्जापुर जिला स्थित देवहाट (हलिया ब्लॉक), डिंगूर पट्टी (कौन ब्लॉक) और भानहेरा खेमचंद ग्राम पंचायतें शामिल हैं।

पंचायती राज संस्थाओं को प्रोत्साहन देने के लिए ग्रामीण विकास मंत्रालय ने संपूर्ण स्वच्छता अभियान के तहत वर्ष 2004 में इस पुरस्कार की शुरुआत की थी। पहले वर्ष 2005 में उत्तर प्रदेश को एक भी पुरस्कार नहीं मिला जबकि अगले साल 2006 में 40, वर्ष 2007 में 488, वर्ष 2008 में 598 ग्राम पंचायतें विजेता बनीं। इसके बाद 2009 में अच्छा काम करने वाली ग्राम पंचायतों की संख्या एकदम से लुढ़क कर 6 पर जा पहुंची।

अब 13 के आंकड़े के साथ स्थिति फिर जस की तस दिख रही है। वहीं, पूर्वोत्तर के छोटे से राज्य सिक्किम ने पहले निर्मल प्रदेश का खिताब जीतकर बड़े बड़ों को पछाड़ दिया है। उसने यह उपलब्धि सौ फीसदी सैनिटेशन कवरेज के साथ हासिल की है। ग्रामीण भारत में सैनिटेशन कवरेज दर 70.37 फीसदी दर्ज की गई है। बुधवार को आयोजित पुरस्कार समारोह में कुल 2808 ग्राम पंचायतों को सम्मानित किया जाएगा। इस अवसर पर ग्रामीण विकास मंत्री विलासराव देशमुख और देश भर से बुलाए गए लगभग 500 प्रतिनिधि भी मौजूद रहेंगे।
